In recent decades, most "supply-siders" in the United States have been Republicans (though a significant individual tax cut was proposed by President John F. Kennedy from the Democratic Party and passed by a Democratic Congress under another Democratic president, Lyndon B. Johnson) with the belief that cutting the tax rate would stimulate investment and spending, with overall beneficial effects (including replenishment of some lost tax revenues).^[1]

President Ronald Reagan signed tax cuts into law, which some believe stimulated a doubling in total tax revenues (from five hundred billion to one trillion dollars) during the period from 1980 to 1990.^[2] However, during this period the deficit and national debt more than tripled (from $908 billion in 1980 to $3.2 trillion in 1990) because government spending rose even faster than increases in tax revenue. As a result, income tax receipts as a percent of GDP fell from 11.3% in 1981 to 9.3% in 1984 and did not to revert to original levels until the late 1990s, even though overall revenue skyrocketed in terms of real dollars. Some supply-siders like Don Lambro of the Washington Times credit the Reagan tax cuts with the eventual surpluses of the late 1990s.^[3] Others doubt this claim however and instead believe the surpluses were a result of a combination of a decrease in government spending, the passing of the Omnibus Budget Reconciliation Act of 1993 (which dictated several tax increases), and the use of the PAYGO (pay-as-you-go) system^[who?]. The Center on Budget and Policy Priorities and President’s Council of Economic Advisers argue that tax cuts do not pay for themselves stating that the "large reductions in income tax rates in 1981 were followed by abnormally slow growth in income tax receipts".^[4]

President George W. Bush signed two major tax cuts into law; one in 2001 and one in 2003. These are often collectively referred to as the "Bush Tax Cuts".^[1] The conservative think tank the Heritage Foundation has claimed that the Bush tax cuts have led to the rich shouldering more of the income tax burden and the poor shouldering less;^[5] while the Center on Budget and Policy Priorities states that the tax cuts have conferred the "largest benefits, by far on the highest income households."^[6] Bush is criticized for giving tax cuts to the rich and capital gains tax breaks, but some benefit extended to middle and lower income brackets as well.^[7] Bush has claimed that the tax cuts have paid for themselves but the Center on Budget and Policy Priorities argues that this is false.^[8] At the state level, former Democratic Governor Bill Richardson in recent years has supported tax cuts to spur economic growth.^[9]

Tôi nghĩ, có nhiều điểm sai lầm trong Patriot Act về nhân quyền, quyền tự do và riêng tư trong bất cứ chế độ dân chủ nào, thiếu yếu tố chiến thuật và chiến lược. Chiến thuật là phải cần có tin tức chính xác, chiến lược là phải lôi cuống phe địch tự thức tỉnh để hợp tác với chúng ta, và không tạo tiếng xấu cho Khối tự do dân chủ.

Lịch sử chứng minh rằng cả hai đảng Dân Chủ và Cộng Ḥa đều có dự án giúp đỡ các refugees của VNCH.

Tuy nhiên , sự thật TT Nixon đă phản lời hứa không bỏ rơi VNCH, bằng cách Việt Nam hóa, viện trợ nhỏ giọt, và bỏ rơi chúng ta trong chuyến công du Trung cộng.

McCain’s Negative and Misleading Presidential Campaign

As a Vietnamese American I have to salute Senator McCain’s heroic action in the Viet Nam war, and I have to appreciate his past effort to bring many Vietnamese political prisoners to U.S.A, by a joint bi-partisan legislation in the decades of 1980 and 1990. Nevertheless, I have to respectfully disagree with his negative and misleading presidential campaign. I also have some thoughts about the senator at the end of this article.

Senator McCain criticized and gave misleading information on Senator’s Obama economic plan for change by denouncing that it is a redistribution of wealth in the U.S. This negative and misleading political statement has indeed created a state of panic and paranoia among uneducated and rich voters because they are confusing the usage of “redistribution of wealth” in the sense of the Bolshevik Revolution in 1917 and Senator Obama’s usage of “redistribution of wealth” in the sense of a free enterprise, democratic American society. McCain’s negative remarks have triggered conservative talk show hosts to mislead the American people by labeling Senator Obama’s economic policy as a “socialist” policy. They went further to label Senator Obama as a communist. The truth is that the Bolshevik redistribution of wealth is the confiscation of all private property of affluent people and to redistribute this property to poorer people based on the historical facts of the Bolshevik Revolution in 1917. The Russian communist government used literature as propaganda – describing political and economic change only in a positive light. Nevertheless, during the 1950’s and 1960’s many Russian liberal authors such as Boris Pasternak, who wrote a masterpiece “Doctor Zhivago” in 1957, attacked the doctrine of communism. A solid example of a Bolshevik redistribution in recent history is the action of the Vietnamese communist government in confiscating the property of rich and middle class Vietnamese in 1975 after conquering South Vietnam. On the contrary, Senator Obama’s meaning of the term “redistribution of wealth” for positive change is merely a change in the rate of income tax. Specifically, Senator Obama’s economic policy is to reduce the income tax for 95% of Americans, who have an income of less than $250,000, and a proportional income tax increase for the 5% percent of Americans who have an income over $250,000. Therefore, this has nothing to do with the confiscation of private property as many uneducated voters believe.

In the first presidential debate, Senator McCain did not understand the difference between strategy and tactics, despite his tenure as a military officer. He was so proud to declare that the troop surge in Iraq was a great success. As a matter of fact, it was only a short-term, limited tactical success in the Iraq war scenario. On the other hand, the ultimate goal of the Iraq War is a strategic win, not only a short-term tactical victory. The following facts prove that there is no strategic victory in the Iraq War – and in the broader Middle East conflict: the current unstable political and military situation in the middle east and the large financial deficit caused by the Bush administration which paved the way to the current turmoil of the world economy.

Moreover, as a senator for three decades, what has Senator McCain accomplished for this country economically? A few months ago, he was optimistic about the U.S. economy by commenting that that the “U.S. economy is still sound!” Is he that naïve about economic matters? Are his views that partisan? Is he too interested in partisan Republican doctrine about economic policy? That is, as Reagan’s economic doctrine, supporting lowering taxes for large companies, big favors for CEOs and Wall Street companies, and little or no regulations on free enterprise. Ironically, just only two weeks before election day, Senator McCain criticized President Bush’s economic plan and foreign policy. Did he remember that he was so proud to declare that he voted 90% of the time to support President Bush’s policy during eight years? Is he a hypocrite? Did he remember that he voted to start the Iraq War? Did he know that rushing to start the Iraq War due to false intelligence on Iraq’s weapons of mass destruction was a terrible blunder?

Therefore, how can Senator McCain claim that he is experienced and is ready to lead the United States of America on day one when he made a poor judgment to invade Iraq, naïve judgments of the U.S. economy, and a wrong choice for his vice presidential running mate.

Finally, I have a doubt about Senator McCain’s possible Stockholm Syndrome, as he was rescued by Vietnamese communists and given better treatment that other POWs, based on some personal opinions of such POWs. I hope that such a syndrome does not exist in the psyche of a heroic pilot, Senator John McCain.

>Arthur Poll was visiting family in Tucson, Arizona, when he felt a sharp pain in his left kidney one evening. The next day he saw a doctor, who scanned his abdomen.

"He said I've got good news and bad news for you," Arthur recalls. "The good news is you don't have kidney stones. The bad news is you've got worse than that. You have something we cannot fix." The 88-year-old had an aortic aneurysm, a balloon-like bulge in the largest artery in the body, which carries oxygenated blood to most of the body's organs.

Arthur came to Mayo Clinic for a second opinion and was enrolled in a clinical trial led by Gustavo S. Oderich, M.D. Two days after seeing him, Dr. Oderich threaded an artificial stent through an incision in Arthur's groin, up his femoral artery, and into his aorta. Once in position, the stent sprung open to form a leak-proof tube to carry blood through the damaged part of the aorta. The operation lasted about three and a half hours. Arthur went home five days later.

"From there on it's been better every day," he says. "I'm getting my life back together again."

Evie McLeish had a tumor growing out of her cerebellum, the part of the brain at the back of the skull. The tumor's location caused Evie to come out of surgery with temporary but expected deficits, including problems with her right eye and inability to walk and swallow properly.

Getting Evie back to normal required intense physical, occupational and speech therapy, with two weeks of inpatient and long-term outpatient care, 55 weeks of chemotherapy and six weeks of radiation. Conventional radiation risks intensify when applied to the brain and include impaired cognitive function, growth and fertility. To avoid these side effects, Evie's Mayo Clinic team recommended proton beam therapy a specialized treatment that uses pencil beam scanning to deliver radiation to the tumor without harming healthy tissue.

After completing the treatment, Evie returned home, just in time to start third grade.

Andre Pearson was not supposed to make it to his daughter's wedding. Three months earlier, his heart and kidneys were failing him. It looked like he didn't have much longer to live, and at first, Mayo physicians were unsure if they could help.

"Then when you meet Mr. Pearson and you realize what he's capable of, then you start to think outside the box a little bit," says David L. Joyce, M.D.

The care team repaired Mr. Pearson's heart valve and then implanted both a left ventricular assist device and a temporary right ventricular assist device to help his heart pump. It was the first time Mayo Clinic had ever implanted both devices in one patient.

But the surgery was very invasive, and during recovery, Mr. Pearson seemed too weak to travel to his daughter's wedding in California.

Then one day, care coordinator Angie Luckhardt walked into his room and said, "I have some good news. We have a plan for you to go to your daughter's wedding." The care team arranged for a haircut and tuxedo fitting for Mr. Pearson, then booked his flight. Physician assistant Sarah Schettle traveled with him to make sure he had the care he needed.

Back in California, amid sun-drenched palm trees and blue skies, Mr. Pearson held his daughter's hand as she walked down the aisle.

Thứ hai, tôi có chút chuyện về Việt Nam để lạm bàn.

(1) Không biết có bao nhiêu chiến hữu thấy rơ và phát hiện đặc công cộng sản văn hóa trong Cộng Đồng HN. Họ đang đuợc nhiều người khen ngợi và tin tưởng như thần thánh chống cộng, yêu nuớc, v́ chính những tên đặc công nầy ăn tiền CSVN để hô hào chống cộng hay khuyến khích các cuộc biểu t́nh chống cộng thuộc phe ta. Tôi sẽ hạn chế nói về cái "tôi" của anh em cùng phe, cũng như tṛ chơi tham nhũng tiền bạc, hay mua danh,...

(2) Căn nguyên của sự chia rẽ, bất hợp tác, hay kiêu ngạo "tếu" , ..., cũng v́ thiếu học thức, hay thiếu khả năng hiểu biết Chiến -thuật Chiến lược, hay...

(3) Dù sao thế hệ thứ hai đă may mắn tốt nghiệp đại học, nên có thể không phải là hạng quá khích hay dễ bị CSVN mua chuộc chăng? hay các con em thừa đủ sáng suốt để chọn lựa lá phiếu bầu cử đúng ứng cử viên. Đây là một hănh diện cho con cháu chúng ta, bởi v́ cứ nh́n niềm tin hứa hẹn láo khóet của các ứng cử viên hay bày tỏ ḷng bất măn v́ chính phủ không đủ khả năng để thơa măn những ước vọng quá đáng của ḿnh.

(4) Hệ lụy là chọn lầm ứng cử viên. Phải chăng chọn lầm sẽ dẫn tới một đại họa cho một dân tộc nói chung, và đại họa cho cá nhân và gia đ́nh ḿnh nói riêng?

Chúng ta chỉ là một công dân b́nh thường, chẳng có quyền hạn nào cả, tuy nhiên nếu chúng ta cố gắng học hỏi, để khỏi bị mắc lừa bọn đặc công văn hóa hay chính ngay những vị thẩm quyền trong CĐVNHN, hay phe đảng không đủ kiến thức văn hóa, chiến thuật chiến lược, ...,th́ may ra chúng ta sẽ là lực luợng dẫn đường cho quần chúng cứu quốc.

Cuối cùng, tôi xin cám ơn Thiếu Tướng Nguyễn Văn Hiếu đă dạy dỗ tôi môn chiến thuật-chiến luợc. Nhờ thế, tôi mới có cơ hội nhớ ơn Ngài bằng cách viết 18 bài Chiến Thuật-Chiến Lược trên Trang Nhà Tướng Hiếu.
