The Corruption Plague

I gather here four documents pertaining to the corruption practices under the Second Republic of Vietnam regime. These documents appeared from 1972 to 1976, and thus possess a touch of actuality and reflect well the real situation of the corruption plague of that period. Together they show thoroughly and in details:

- the operational structure of Ky's corruption apparatus as well as of Thieu's;
- the corruption methods in the Army, Air Force, Navy, Marine Corps, Special Forces, Commissariat, Customs, Police, Secret Service, Interior Ministry, Defense Ministry, etc...;
- the graft practices of Military Regional Commanders, Chiefs of Province, and even their spouses.

The corruption plague was so pervasive, no wonder why General Hieu found the task of fighting the Communist enemy in the battlefield easier and more gratifying - he looked young and cheerful - than the task of confronting the corrupt cliques in the rear front - he looked old and grim.
